How Do Import Duties Work on Steel from China?

Your duty is calculated from three things: the HS code of the product, the customs value of the shipment, and the trade measures that apply to that origin and product. Rates vary by country and product and change over time, so this guide explains the mechanism rather than quoting rates.

How the charge is built

  1. Classify the goods to the correct HS code
  2. Establish the customs value — normally the transaction value plus allowable additions such as freight and insurance to the place of importation, depending on the country’s rules
  3. Apply the duty rate for that code and origin, including any anti-dumping, countervailing or safeguard measures
  4. Add import taxes such as VAT or GST, which are usually calculated on the duty-inclusive value

Why “China” alone does not give you a rate

Two shipments from the same country can attract very different duty because the products fall in different codes and because specific measures apply to specific products. Origin matters, but the product classification matters at least as much. Confirm both before you price the deal.

How to avoid nasty surprises

  1. Ask your customs broker for the rate that applies to your exact code and origin
  2. Confirm who is the importer of record, because that party carries the liability
  3. Make sure the invoice, packing list and certificate agree on description and value
  4. Build duty and import taxes into your landed cost from the start

Frequently asked questions

How much is the duty on steel from China?

It depends entirely on the product’s HS code, the customs value and the trade measures in force for that origin and product. Ask your customs broker for the rate that applies to your exact code rather than using a general figure.

Is import duty charged on freight as well as the goods?

Depending on the country’s valuation rules, freight and insurance up to the place of importation may form part of the customs value. Your broker can confirm the basis that applies to you.
