Why Is Chinese Steel Called Poor Quality and How Do You Avoid It?
The reputation is a legacy of the very long tail of small, unqualified mills, not of Chinese steel as a category. The largest Chinese mills produce to the same international standards as anywhere else. The practical task is not to judge by country — it is to qualify the mill and verify the certificate.
Where the reputation comes from
- A very large number of producers, from integrated giants to small re-rollers with thin quality control
- Trading intermediaries that substitute a cheaper or non-conforming mill after the sample stage
- Buyers who specify only “steel” without naming a standard, grade or inspection regime
- Paperwork that says “conforms to” rather than reporting actual test values
How to de-risk an order
- Name the standard and grade precisely — an EN, ASTM or GB number, not a trade name.
- Qualify the mill, not only the trading company, and ask which mill will roll your order.
- Require a mill test certificate with actual values (chemical and mechanical), not a generic statement of conformity.
- Use third-party inspection at the works when the application is critical, and agree it before rolling.
- Keep the mill fixed across repeat orders so your history means something.
What a good certificate tells you
A certificate to EN 10204 3.1 is issued by the producing mill’s own inspection department and reports the actual test results for the heat. Read the heat number, the grade, the chemical analysis and the mechanical results, and check that the standard named matches your specification. A certificate that only says “conforms” is not the same thing.
Frequently asked questions
Is Chinese steel really lower quality?
Not as a category. The largest mills meet the same international standards. The reputation comes from the long tail of small mills and from middlemen substituting material, which is why qualifying the mill and reading the certificate matters.
How do I make sure I get the quality I specified?
Name the standard and grade, fix the producing mill, require a mill test certificate with actual values, and use third-party inspection for critical applications.
What is a mill test certificate to EN 10204 3.1?
It is a certificate issued by the producing mill’s inspection department, reporting the actual test results for the heat. It is the normal documentary evidence of quality for structural and pressure steel.
